UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent study of municipal councils, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and open spaces to support their budgets, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to manage growing financial challenges.”

Detailed Cases of Planned Sales

One local authority in Kent said its property management strategy included the sale of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to raise council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these require time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week also found council budgets being strained by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering English councils, many key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” said the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The data highlights the scale of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and demand,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey revealed.
